Abstract

The accelerated growth of the human population over the last century has exponentially increased the exploitation of natural resources and it has emerged and implements protective measures. In the case of Spain there are two important political circumstances. Spain is a member country of the European Union and therefore applies this organism’s regulations from a continental perspective. But, conversely, it is an administratively decentralised state. Hence, as regards the protection of nature, Spain implements European laws and, at the same time, designs its own national and regional laws. The time has now come to take stock of the effectiveness of these measures and to check how far-reaching its general mission to protect biodiversity and nature has been. In this work our attention will not only be focused on the national implications but also on a regional level, Galicia (NW of Spain), with special attention to the impact of Natura 2000 Network. This is an area crossing the Atlantic bio-geographical and Mediterranean regions where from the declaration of Natura 2000 network Natural Spaces, has emerged a contradictory panorama of highs and lows in practical terms: remarkable growth of the protected area but precarious, mainly ineffective management of such areas, with undesired effects.
